This is an official issue cap device for a High Relief Officer in the United States Navy. In 1941 the head of the eagle was changed to the right side to the wearer's sword arm. This specific Navy cap device is meant to be worn on the combination cap and for the official United States Navy uniform. In the middle of the cap device, it displays a silver oxide finish eagle resting on a US badge. The background of the cap device is two gold finish anchors to represent the Navy.
