The Navy Cross Ribbon is awarded for extraordinary heroism in connection with military operations against an opposing armed force. This ribbon is also awarded if served in armed combat with allied troops. The Navy Cross is worn after the Medal of Honor and before all other decorations. The criteria were upgraded in August 1942 to limit the award to those individuals demonstrating extraordinary heroism in connection with military operations against an armed enemy. This US Navy ribbon is worn on gold and silver stars which are to be worn on an official Navy uniform. The Navy Cross is the second-highest decoration of the United States Navy and is the highest ribbon presented by the Department of the Navy.
