This is an official issue cap device for an E-7 Chief Petty Officer within the United States Navy. The rank of E-7 Chief Petty Officer is just below Senior Chief Petty Officer and just above Petty Officer. For the Combination Cap, the large (1.75”) device is worn in the front, attached to the black mounting band that is secured by the gold Navy eagle buttons that also hold the chin strap in place. (Navy regulations helpfully add that the insignia is to be mounted so “the stock's unfouled arm [is] to the wearer's right,” but this is thankfully the only way it can be mounted and still have the front of the insignia facing outward.). This Navy insignia is ready to be worn on an official United States uniform but comes without a cap band. The cap device rank displays a gold finish anchor with a mirror finish lettering that says “USN”. This cap device is handled and made 100 percent in the USA.
